A Journey of Public Service
From humble beginnings to public leadership, every step has been shaped by a commitment to serving the people.
Birth and Family Background
Hon. Bishnu Bahadur Rokaya was born on 25 Chaitra 2041 B.S. in Dhaulagoh, Kalikot, as the eldest son of Jay Bahadur Rokaya and Kalikala Rokaya. Although he was born in the remote Karnali region, his family was in a relatively stable economic position and was locally respected. Growing up in a family associated with village leadership, he developed an independent, fearless and straightforward personality from an early age.
Childhood, Education and Early Development
His childhood was spent in Dhaulagoh, where he was known for his cooperative and fearless nature. He began his education at a nearby basic school and completed Grades 1 through 5 in his local community. He then continued his studies at Shri Karnali Secondary School in a neighboring VDC. During his school years, he developed a strong sense of justice, stood against arrogance and authoritarian behavior, and maintained a spirit of cooperation and reconciliation within the community.
A Major Decision at the Crossroads
As the political situation in the country intensified and the influence of the people's war reached his community, he faced an important decision between continuing his education and entering the political movement. With his SLC examination approaching, he ultimately decided to put his studies on hold and dedicate himself to the political movement. This decision became one of the most significant turning points in his personal and political journey.
Entered the Underground Political Movement
On 25 Baisakh 2057 B.S., Hon. Bishnu Bahadur Rokaya formally entered the then Maoist party's underground political movement. His courage, organizational ability and willingness to take responsibility soon became important qualities within the organization. His entry into underground political work marked the beginning of a new phase of his life, in which he increasingly took on organizational and leadership responsibilities.
From Militia Commander to Local Leadership
In Bhadra 2057 B.S., he was entrusted with responsibility as a militia commander. Because of his active involvement, courage and leadership ability, he was appointed Squad Deputy Commander in Falgun 2057 B.S. and sent to Bajura. He continued serving as a guerrilla commander until Jestha 2058 B.S. In Ashadh 2058 B.S., he was given responsibility as the in-charge of Dhaulagoh VDC and continued serving in that role until 2059 B.S., strengthening his organizational connection with the local community.
Joined the People's Liberation Army
As the conflict intensified, his responsibilities expanded beyond local organizational work. In 2060 B.S., he joined the People's Liberation Army, beginning a new phase of organized service and leadership. His previous experience as a local organizer and commander provided a foundation for his continued responsibilities within the organization. This period represented an important stage in his transition toward broader organizational and military leadership.
Fourth Division and Regional Responsibilities
He served in the Fourth Division of the People's Liberation Army under the Basanta Smriti Brigade as the Company Deputy Commander of the Third Battalion. Alongside his military responsibilities, he was also involved with the party's regional bureau and worked in the division's intelligence department. His responsibilities took him to major cities including Butwal, Narayangadh, Pokhara and Kathmandu, giving him broader organizational experience and exposure beyond his home district.
Army Integration and Political Continuation
During the army integration process, he chose voluntary retirement from military service. Following his retirement, he continued his political and organizational work within the party rather than leaving public life. This transition marked a new chapter in his journey, moving from military responsibilities toward political organization, community engagement and public service.
Rural Municipality Party Chairman
From 2074 B.S. to Chaitra 2078 B.S., he served as the Chairman of the party organization at the rural municipality level. During this period, he took on greater responsibility in local political leadership and continued strengthening his relationship with local communities. His tenure provided an important foundation for his later transition into elected public leadership.
Local Election Victory and Present Responsibility
In the 2079 B.S. local election, he achieved a decisive victory with strong support from the people and began serving in an elected local leadership role. Since then, he has continued working in public service with a focus on local development, community interests and responsible leadership. He currently serves as a member of the Karnali Province Committee, continuing his political and organizational responsibilities and contributing to public and community affairs.
